The hold downs are complete and the excess is trimmed. You should leave a bit of extra for handhold grips for future adjustments and replacements. The extra also serves as a flashing to direct run-off away from the walls. The base of the foundation is backfilled with gravel over a hidden drainage pipe running to daylight.
