The outlet side of the mounting plate is constructed with a one-way valve made up of a flap of rubber roofing material (EPDM) over the hole. Note the hole for the pressure sensing tube which goes to the pressure switch. The big block to attach the flap doubles as a hold-off so that the uninflated outside plastic layer won't prevent the flap from opening.
